Requires counties above 100,000 residents to provide ballots and voting instructions in the most-spoken non-English languages, including Chinese and Vietnamese in major metros.
Why it matters
Voters with limited English proficiency would have clearer access to registration, ballot, and polling-place information in the languages used by their communities.
